Providence Health & Services Principal Incident Response and Emergency Management Analyst in Irvine, California

Providence St. Joseph Health is calling a Principal Incident Response and Emergency Management Analyst based out of our location in Irvine, CA. We are open to candidates in the Providence footprint in the states of AK, WA, OR, CA, or MT . This role is a remote position with a need to be on site for meetings as needed.

We are seeking a Principal Incident Response and Emergency Management Analyst who will be senior most individual contributor position and will be responsible to implement, ensure compliance, and track through metrics, the incident response and emergency preparedness programs for Providence St. Joseph Health. This position is expected to provide thought leadership in areas of, but not limited to; incident response tools and best practices, emergency management processes, procedures and industry best practices. The Principal Analyst is also responsible for working with our lines of business to ensure business continuity plans, and metrics are created, implemented and reported on as well as help administer the Mass Communication System. The Principal Analyst will lead the team in developing and enhancing policies, standards, processes, and playbooks for natural/man made disasters.

The Principal Analyst is able to translate strategy into tactical plans then achieve its milestones, determining resource needs and coordinating the work of a cross functional team, often in a lead role. They are responsible for overseeing and coordination of all aspects of a significant domain(s) within the information security program ranging from business requirements and detailed planning (schedule, scope, budget) to on-time completion of deliverables to QA criteria and testing and ongoing metrics and reporting.

He/She works fairly autonomously to proactively develop enterprise methodologies and implement enterprise-wide processes that address and show adherence to regulatory requirements, and that reduce risks to the organization while driving efficiencies. They formulate and lead interdisciplinary teams to identify, assess and address risks related to emergency preparedness. They are recognized both within RIS and by business units as an authoritative subject matter expert for their assigned domains and have a strong understanding of how the emergency preparedness and incident response programs support and effect the organization.

In this position you will have the following responsibilities:

  • Working closely with the Manager, the Principal Analyst will be responsible for implementing the incident response plan that helps coordinate and manage non-clinical, non-IT related incidents, resulting from either natural/man-made disaster such as fires, earthquakes, mass casualty, etc.

  • Readily able to translate strategic direction into a concrete action plan with milestones and success criteria. Works proactively with minimal supervision / provides leadership for cross functional teams to identify, develop, and implement needed incident response and emergency preparedness projects that include budget, resource plans, work-plans, schedules and supporting training and documentation.

  • Drive / coordinate departmental organizational and operational transformation initiatives. Manage initiatives that support the creation and implementation of operational support playbooks, dashboards (key performance indicators, key risk indicators) and presentations. Leads teams to drive ongoing process improvement and optimization of these initiatives.

  • Facilitate / coordinate resources required to respond to incident including rotating schedules for monitoring and reporting of incident.

  • Documents all incident response post-response after action reports and implements improvement strategies.

  • Create or administer training and awareness presentations or materials.

  • Work with peers to help ensure the creation of business continuity plans across the lines of business, test and contribute to innovative ways of conducting the business continuity function more efficiently.

  • Maintain up-to-date knowledge of the incident response, emergency management and business continuity industry including awareness of new or revised regulatory and industry best practices.

  • Support, manage and resolve Major Incident events.

  • Commands subject matter expert level knowledge and can confidently and accurately disseminate information to an audience.

  • Create, revise, and evaluate supporting documents of the HICS program.

  • Establish, maintain, or test call trees to ensure appropriate communication during disaster.

  • Study, understand, adapt and respond effectively to a constantly changing environment.

Qualifications:

Required qualifications for this position include:

  • Bachelor's Degree in Incident Response/Emergency Management/ Business Continuity or equivalent education/experience.

  • Coursework/Training in Project Management or equivalent education/experience.

  • Certified Business Continuity Professional.

  • Project Management Professional.

  • 10 or more years Incident Management leading and responding to incidents and events.

  • 5 years Running incidents utilizing proven information technology tools .

  • Demonstrated project management skills.

  • Demonstrated written communication skills.

  • Strong verbal communication and listening skills.

  • Demonstrated analytical skills.

  • Must have strong incident response/emergency management/business continuity experience.

  • Must have knowledge of public safety provisions and a familiarity with life-saving strategies.
